In May, HR Directors and senior leaders from all 15 Essex districts came together to discuss the future of local government in light of the upcoming reform agenda. With devolution on the horizon and a directly elected mayor expected by May 2026, the sector is facing a once-in-a-generation transformation—one that will fundamentally reshape how public services are managed and delivered.
This collaborative gathering marked a significant step forward in ensuring that Essex is not only prepared for change but actively shaping it. As discussions continue around the structure and responsibilities of future governance, HR leaders are being called upon to play a strategic and proactive role.
“Reform presents a unique opportunity to reimagine public services from the ground up.” said one attendee. “HR must be at the forefront—ensuring that new systems and structures promote equity, diversity, and inclusion, and that our workforce is ready to meet the needs of tomorrow.”
